Brook House planning appeal

The hearing duly reconvened at 9.30am. on Thursday with David Robbins for NSC continuing to be cross-examined by Richard Phillips on matters including the threshold levels used by NSC to determine appropriate levels of employment in settlements and wards, the proportion of "economically active people" in Wrington employed in the village, the range of available facilities in Wrington.
Lee Bowering, for NSC, reported that the applicant in the case of the Richards Garage planning application had now appealed against NSC for non-determination by NSC of that application.

The issue was raised with him that the appellants in the Brook House case had made requests under Freedom of Information legislation for records of discussions held about the interpretation of housing policy, but, after 2 months, there had been no response.





Dr Nick Michael for NSC gave evidence on the ecological issues relating to the Brook House site, and sought robustly to defend the adequacy of his ecological assessments.


Dave Barrett for NSC spoke on matters of drainage and flooding, in particular works to form a channel on Silver Street to mitigate the risk of flooding.
Simon Pugh Jones for the appellants spoke in relation to his expert evidence on matters of conservation and heritage.
















Roger Key gave evidence for the appellants on matters relating to transport, taking issue with the way NSC calculated the impact of out-commuting in different settlements, and with the Wrington Residents' Group traffic survey and its inability to distinguish through traffic from journies beginning or ending in Wrington in its general figures.
