Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 16th August, 2011

There were no declarations of interest on known agenda items.

3 Public Participation

There were no members of the public present.

4 Minutes of the previous meeting

The Minutes of the meeting held on 26 July 2011 were reviewed and adopted as a true record.

Matters arising:

· Old Bell Court
On going - Urbis (manufacturer of the street light lamps) has been contacted to see how the lights can be adapted to incorporate white lamps and to confirm the financial implications of any modifications.

5 NSC Central Area Planning Committee

It was noted that the meeting scheduled for 11 August 2011 had been cancelled due to a lack of business and that the Council’s outstanding question for Parish Voice had been deferred. NSC has advised that the September meeting also seems likely to be cancelled.

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-

· 11/P/1089/F - 22 The Cottages, Station Road, Wrington, BS40 5LH - Refused

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting.

Application - 11/P/1371/WT - The Lodge, School Road, Wrington, BS40 5NA
It was agreed the Council has no comment to make on this application.

8 Other Planning Issues

· NSC Core Strategy – consultation on Proposed Changes to the Publication Version
It was noted that a response is required by 14 September 2011 so a discussion was carried forward to the next meeting.

· Draft National Planning Policy Framework – Core Strategy impacts
It was agreed to write to NSC making reference to the briefing submitted by CPRE, as the Council is a CPRE member.

· Brook House – proposed street name
It was agreed to write to NSC suggesting the development is named ‘Lawder’s Orchard’ in recognition of Michael Lawder and the contribution he made to the community and the fact that he bequeathed the site to the church. Furthermore, historical records have shown that an orchard has been present on the site for some considerable time.

· Enforcement Issues outstanding

Poultry House at South View Farm, Wrington Hill, Application - 07/P/0883/F
It was reported that a letter had been received from Dave Barrett, NSC Senior Enforcement Officer, stating that there was no obvious breach of conditions.

Plush Hotel
It was reported that Enforcement were investigating a new sign at the Plush Hotel, Redhill, in addition to the previously reported illuminated sign.

Nates Lane
It was reported that an advertising sign was obscuring driver sight lines at the junction with the A38. It was agreed that Cllrs Ledbury and Turton would check on this and report back.

Application - 11/P/1141/F – WVMP surgery in Pudding Pie Lane (Churchill Parish)
As it appeared there was some reluctance by residents to comment on this planning application and the proposed development, also that some were confused about how to comment, it was agreed to display a poster on the Village Association noticeboard giving details of how to comment. It was also agreed that this information should appear on the Wrington website with leaflets or a poster being placed in Amors shop.
