Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 31st August, 2010

2. Declarations of Interest:
There were no declarations of interest on known agenda items.

3. Public Participation
There were no members of the public present.

4. Minutes of previous meeting

The minutes of the meeting held on 10th August 2010 were reviewed. The minutes were adopted as a true record.

Matters arising: It was reported that planning permission had been granted for a change of use at 3 Bakers Buildings, Station Road, from a ground floor shop into integral residential accommodation. Members questioned the reasons for approval and queried whether Development Control officers were aware that the property had been sold earlier this year, so had not apparently been marketed by the current owners as a business. As Cllr Yamanaka had already contacted Development Control on this matter and it was agreed to await a response to her query before writing to NSC. The early decision made in relation to the date of the application was also queried.

Old Bell Court, Broad Street – It was reported that Enforcement were investigating the matter of the rendered wall within Old Bell Court, Broad Street, and now visible from the entrance. This wall had been approved under the condition that it would be a 1.2m high stone wall with a wooden trellis above.

Richards Store – It was reported that Somerfield Developments are responsible for the footway in front of Richards Store. It was agreed to write a letter to Somerfield Developments to remind them of the need to complete the scheme as shown in the drawings and as referred to in the Decision Notice.

5. NSC South Area Planning Committee

There were no papers to be reviewed. Cllr Yamanaka confirmed that the August meeting had been cancelled.

6. Decisions Notices issued by NSC

A list of decision notices had been circulated prior to the meeting. Particular attention was drawn to the following:

10/P/1113/F – Holly Cottage, Butts Batch,Wrington: It was noted that the application had been approved despite the Parish Council’s objections.

10/P/1069/F – Old Barn, The Triangle, Wrington: Permission had been granted for this application. Members felt that the applicant needed to be made aware that appropriate drainage would be needed. It was agreed that Cllr Ledbury would talk to the property owner about this.

7. Planning Applications

10/P/1370/F -Worships Farm, Row of Ashes Lane, Redhill: Change of use of Cattery to five Holiday lets.

It was agreed that the Council wished to object to this application for the following reasons: It was felt that insufficient information had been provided to justify approval, with inadequate facilities shown in the plans for the building proposed for use as holiday lets, no catering or storage facilities provided for the clients and with no indication of the impacts on the attached building. The parking provision also appears to be insufficient for the proposed use, when some additional airport-related car parking is allowed under adopted planning policy.

10/P/1380/WT – 9 Yeomans Orchard, Wrington: T1 – Tree of Heaven – Fell.
It was agreed that the Council had no comment on this Planning application.

8. Other Planning Issues
There were no other Planning Issues.
