Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday 6th September 2005

The Chairman opened the Meeting at 18.00 hours.

The Minutes of the Meeting held on 16th August were adopted.

Matters arising. Nil

North Somerset Planning Committee Minutes – The Clerk commented on the minutes dated 20th July and mentioned that NSC appear to consider that Hailstones Farm was still in the Parish of Butcombe. Mention also made that an application has been forwarded for a grant under the Budget Bidding Scheme- there is a carry forward allocation of £8,109.93 from 2004/2005.

Other Planning Issues

1) Amendment to the Civil Aviation Bill. At the request of the Parish Councils airport Association the Council has been asked to write in support of an amendment designed to place the Airport Consultative Committee in the hands of the local authority rather than the airport. It was proposed by Cllr. Matthews and seconded by Cllr. Bigg that the letter be forwarded.

2) Local Plan hearing in relation to the Airport being taken out of the green belt. Following a site meeting it was felt that the Inspector displayed a good knowledge of aircraft and movements and may be sympathetic to the airport’s case. It is also recognised that GOSWA is pushing matters on this front. The Council retains the view that there is no need to come out of the green belt as the Airport retains permission under the General Development Order.

3) Licensing- a) Airport Tavern- the Clerk reported that following negotiations with the Area Manager of Punch Taverns and the reduction in hours and number of events for entertainment the Council’s objections were withdrawn. b) Golden Lion- details of the amended regulated events given. c) Plough inn- following negotiations between the landlord and the Broad Street Action group an amendment has been tabled with NSC regarding hours of entertainment and it is likely that there will be no need for a public inquiry. The timings are in line with those for the Golden Lion. Clerk to check with NSC.

4) Cllr. Yamanaka enquired the current position regarding West Hay and the 40 mph speed restriction. Cllr. Glynn stated that it was being left to Congresbury PC and Mr. Edgar of NSC to take forward but he would check to see what progress has been made.

There being no other business the meeting was declared closed at 19.00 hours.
